Some slave-holding states were afraid that his election would lead to the end of slavery so they chose to secede from the Union and form their own country, called the Confederacy. 1. The Emancipation Proclamation was an executive order issued by President Abraham Lincoln in 1862 that went into effect on January 1, 1863. The executive order was issued during the middle of the Civil War by the president of the Union. The president is also the Commander in Chief of the armed forces. It was in this capacity that Lincoln issued the Emancipation Proclamation as part of a larger war strategy to weaken the Confederacy. (Library source citation)
