A project charter is a document with a written authorization to start or move a given organizational task. It is often written and signed by an executive member funding an organization. Although the project manager can create the charter, the executive member sponsoring the project is mandated to sign off the plan. The charter must have the scope of the project; with objectives to identify the managers and related authorities.
