John Howard Eisenhour and Edward Marks authored a report entitled, Herding Cats: Overcoming Obstacles in Civil-Military Operations. [See page 68; note, document may take a while to load]
This report provides insight into a very specific component of coordination mechanisms – namely the coordination of governmental, nongovernmental, and military agencies responding to a humanitarian emergency in the international setting. This material highlights the point that confusion and chaos occur in emergency management operations not only because disasters themselves are chaotic, but because the cultures, wants, needs, goals, and desired outcomes of the agencies responding may not be the same (even if it seems like they would be).
Describe what types of conditions might exist without a command and control system like ICS and/or NIMS in place.
Also, describe the differences in response coordination that exist between disasters that occur in the United States, and disasters that have an international impact.
The scholarly exchange of ideas and discussions amongst peers is sometimes even more effective for learning than lecture. Provide your peers with meaningful feedback by evaluating each other’s posts.
