When a disaster strikes a given community, there are many coordination issues that could be observed. One of the issues is lack of security in the areas affected. A state of lawlessness tends to develop in an area that has been affected by a disaster (Hanumantha, & Subba, 2014). Lack of security increases the resultant security threat and this can in the long-term hamper the rescue and response operations being undertaken.
