OVERVIEW
Chapter 7 acknowledges the controversies and debates that ensue over the necessity of assessing young children. The text provides a brief review of educational history since 1990, examining the establishment of the National Education Goals and the No Child Left Behind Act. These initiatives called for the development of content and performance standards and focused the nation’s attention on accountability measures. These goals and ensuing legislation have had an impact on preschool programs. The text discusses the national testing and assessment of preschoolers and young school-aged children.
The purposes and essential features of assessment are addressed; practical examples of each purpose are included. Distinctions are made between formal and informal assessments. Examples of observation techniques are included as well as sample formats for using each technique. There is a focus on children’s portfolios as an example of authentic assessment. Suggested prompts are included to promote collaboration with children about what items to include in their portfolios so they feel a sense of ownership. Performance assessment is discussed and a format for a sample scoring rubric is included in the chapter. Assessment considerations for special populations are also addressed.
Ever since the passage of the Individuals with Disabilities Education Act (IDEA, 1997) and the No Child Left Behind Act (NCLB, 2001), there has been a focus on alternative assessments for children with severe disabilities. Therefore, a discussion of alternative assessments is also included along with suggestions for determining your state’s current policy on this topic.
