The long conflict between Iraq and Iran had just concluded in a ceasefire that the United Nations had mediated in August 1988. The two countries had not yet negotiated a permanent peace treaty by the mid-90s. Finally, their foreign ministers got to meet in Geneva in July, and everyone hoped Saddam Hussein the then Iraqi leader was ready to end the war and give back the Iran areas he had seized from them (Hiro, 1992).
