It is “the deliberate creation and exploitation of fear through violence or the threat of violence in the pursuit of political change.” There are essentially two types of terrorism, domestic and international. Beyond that, terrorism can also be individual (including ‘lone wolves, individual group members, and HVAC [homegrown violent extremists]), committed by a group, or be enacted by a state (government). The Terror during the French Revolution would be considered state terrorism. Different terrorist groups have different motives and goals and those motives and goals can determine how governments attempt to counteract their activities. Terrorism is, unfortunately, not something new in history, but today’s information age is allowing researchers to learn more than they ever have about the psychology and sociology of terrorism to try and prevent it before it ever happens.
