The juvenile justice system came into existence because of the need to treat children offenders differently from the adult offender. The juvenile is referred to the court by authorities such as the police, social services agent, parent, victims or the probation officer.The minor appears before the juvenile court system where the judge will adjudicate on the specific matter in question that concerns the child.
