The sentence has some ambiguity as it depicts several meanings. The first meaning is that her grandmother promised this person a house, and the very same house was promised to his brother. Therefore, this depicts that one house was guaranteed to two persons or brothers. The other meaning drawn by the sentence is that their grandmother promised the two brothers a house.
