Assignment: Human Resources/ Staffing for the Harbor City Behavioral Health Center
Behavioral health care organizations rely on human resources professionals to provide them with quality individuals that produce results within the organization and are in alignment with organizational goals. Designing the strategy for developing an organization’s staff involves much more than a subject matter expert putting together a training course. There are several crucial steps involved. The first among those is developing and conducting a needs assessment of the organization. For this week’s Assignment, you will take a closer look at Harbor City Behavioral Health Center’s human resources needs.
To prepare for this assignment:
Review the Harbor City Behavioral Health Center media, paying particular attention to the human resources information provided in the media. Specifically, review the following:
HCBHC Brochure with mission statement, goals, and services
Organizational Chart with major departments: HR, Operations (incl. IT), Comptroller, Legal (incl. Regulatory), and Clinics, as well as department overviews covering functions and roles
HCBHC Annual Report with findings/recommendations and associated assessment data
Corporate Memo on the community need for additional services to support the aging baby boomer population and the alarming increase in adolescent substance abuse
Consider the center’s human resources needs and ways to approach needs assessment, training design and development, implementation, and evaluation of training effectiveness.
Review this week’s learning resources related to human resources and workforce development. In particular, consider the following readings from the current week :

Abstract:
Background: This paper addresses the health care system from a global perspective and the importance of human resources management (hrm) in improving overall patient health outcomes and delivery of health care services.
Methods: We explored the published literature and collected data through secondary sources.
Results: Various key success factors emerge that clearly affect health care practices and human resources management. This paper will reveal how human resources management is essential to any health care system and how it can improve health care models. Challenges in the health care systems in Canada, the United States of America and various developing countries are examined, with suggestions for ways to overcome these problems through the proper implementation of human resources management practices. Comparing and contrasting selected countries allowed a deeper understanding of the practical and crucial role of human resources management in health care.
Conclusion: Proper management of human resources is critical in providing a high quality of health care. A refocus on human resources management in health care and more research are needed to develop new policies. Effective human resources management strategies are greatly needed to achieve better outcomes from and access to health care around the world. Imbalance in the health workforce is a major concern in both developed and developing countries. It is a complex issue that encompasses a wide range of possible situations. This paper aims to contribute not only to a better understanding of the issues related to imbalance through a critical review of its definition and nature but also to the development of an analytical framework. The framework emphasizes the number and types of factors affecting health workforce imbalances and facilitates the development of policy tools and their assessment. Moreover, to facilitate comparisons between health workforce imbalances, a typology of imbalances is proposed that differentiates between profession/specialty imbalances, geographical imbalances, institutional and services imbalances, and gender imbalances.
