Building codes provide a considerable risk reduction when applied correctly, but they are obviously not foolproof given the fact that many buildings collapse during earthquakes even in countries where adequate building codes exist.
Explain why you believe building codes are not always effective, and what the source of those shortcomings might be. What do you perceive to be a way to overcome those obstacles?
