Discuss the “variability” about the actual number of phases discussed in the literature. What I mean by that is there are authors who believe that there are five phases (see the URL from Bexar City,Texas), and others who consolidate down to four phases.

Emergency management will consist of five stages which will have to be conducted before an emergency has occurred, during the crisis and after the emergency. The first phase in emergency management will focus on prevention. This phase will focus on the prevention of human hazards which may or may not be a biological or natural disaster. The next step will focus on preparedness which focuses on some aspects. Some of the elements will include training, organising, planning, evaluation and equipping.
