According to Skogan (2008), police reforms fall short of expectations despite them being risky and hard. One of the reasons that lead to the failure of police reforms is resistance to the changes. Skogan (2008) argues that mid-level and top managers in police departments have prevented the implementation of community-policing programs in various cities across the United States. This is because leaders believe that the reforms take authority from them. As a result, innovative policing units are operated from chief’s office; thus, they become ineffective.
