            According to Bullard and Wright (2009), the adverse effects of climate change affect the low income earners and people of color most. The viewpoint is supported by the fact that the African Americans and poor people where the heavily affected when Hurricane Katrina hit New Orleans in 2005. Also, it left debris covering a 90,000-square mile disaster in Mississippi, Alabama, and Louisiana compared to just 16-acre area when it hit New York in September 11, 2001. These aspects imply that the governmental and non-governmental agencies are not developing effective measures to mitigate the harsh weather conditions caused by climate change in the areas inhabited by people of color.
