Litigants and Brief Facts
The litigants in this particular case consisted of White and Hispanic candidates who were up for promotion in the New Haven, CT fire department who were the plaintiffs. The defendants were various officials of the District of Connecticut. They sued them after the New Haven Civil Service Board (CSB) did not certify two exams that were needed by the plaintiffs’ to use in their upcoming promotion to Captain and Lieutenant. The suit was brought before the United States District Court.
