Management negotiators have become resilient to the rising private pension funding because of the union disagreement on the pension benefits and coverage. Many governments have practiced bad financial decisions that do not make the required annual payments into pension systems to finance the benefits promised to workers. Such moves threaten worker benefit and increase unfunded debts. Also, due to poor management, the government assumes higher rates of return on pension investments than the realized and then fails to increase payments in the system leading to an underfunded pension plan.
