Today, countries like Russia, China, and the U.S. consider cyber a separate domain of conflict than land, sea, air, and space; therefore, it is a vital part of national defense strategies. Cyber-attacks have been used against other countries’ policies and actions, such as the Russian intervention with Crimea. Additionally, in 2016 Russia was identified attempting to interfere with the 2016 presidential election.
Cybersecurity of critical infrastructure challenges the political authority of sovereign nation-states. “The diffused and virtualized make up of cyberspace means that there are real limits to the power of the state” (Weiss & Jankauskas, 2019, p. 260).
