Lack of public confidence in the government is equivalent to losing social capital; the impression that citizens are more or less in agreement of the rules in society matters. Once people realize that their elected leaders are not practicing the norms, they initiate strategies to game the system through non – compliance with the rules. Citizens and businesses turn out to be risk averse; this reduces investment and leads to a decline in economic growth. The government experiences low efficiency in its operation and delivery of essential public services.
