Syracuse is challenged by extremely high levels of poverty concentrated in specific urban areas. The neighborhoods rank as some of the poorest in the nation. City, County, and State governments have focused policy efforts over the last few years intended to lift these areas out of the extreme poverty they face. My thought is to look at these areas and discuss the policy efforts and review the data that may show change is happening. I will look at variables like income and employment, education, and housing for various population groups within this city area.

I’ll likely have to gather data and policy information directly from the various city agencies and local civic groups. I will conduct my research and analysis around longitudinal and cohort methods. A longitudinal study is, “designed to permit observations of the same phenomenon over an extended period” (Babbie, 2018, p. 107). A cohort study is, “a study in which some specific subpopulation, or cohort, is studied over time, although data may be collected from different members in each set of observations” (Babbie, 2018, p. 108).
